Because he's got WAAAAYYYY too much on his plate. Besides, he's always said he'd be happy to have someone else direct The Hobbit. That way he gets to see it as a viewer.
I'm fine with someone else directing, since Peter is producing it. It's a cinch that whoever they get will understand that he's working under PJ's aegis, and will respect the canon that's been set up by the LOTR films. After all, if he didn't, PJ wouldn't hire him!
